I think you are correct but not for the reasons you stipulated. Without Vladivostok the supplies sent by the US would stop from the East, leaving the USSR to be dependent on the port of Arkhangelsk. If those 18 Siberian divisions are delayed by 2 months, Moskva falls. Because Moskva was the rail hub (the center of the spider web) the supplies sent to Arkhangelsk would cease. The reason for the importance of the two Port Cities is massive. Without them, the USSR would be without 'refined' fuel. I don't mean the garbage that was used to fuel tanks and trucks, but rather the refined stuff from the US that allowed the USSR air force to fly. With the Soviet Air Force essentially neutralized, this would give Germany a massive advantage that they would be sure to exploit. Leningrad (St. Petersburg) would fall in quick order due to supplies no longer being sent through Moskva as well. And without Western USSR there is no USSR. The main population was in W. Russia, specifically Ukraine and Russia. Going east from Moskva, was simply pointless, since there was no one there.
