You need to strip Ukrainian oligarchs (yes, they are just like Russian oligarchs, just Ukrainian) of 90% of their wealth, that they stole from the Ukrainian State in the 1990s and proceed from there. Otherwise, the EU will be spending EURs to make Ukrainian gangsters richer, while doing nothing for Ukraine itself.
