If you need a U.S. Historian, send me a message and hire me, don't just make up shix. The U.S. had several non-war, wars. Peacekeeping operations, interventions, etc...

  2.  @tsuchan  I provided a time stamp, you can click on it and it will take you to that point in the video, Grant says "international interventions and special operations" are different from wars. Well, both Iraqi wars were "special operations" and not wars. Operation Desert Storm and Enduring Freedom, lol. So was Afghanistan, Vietnam, and Korea. As to the reason, I think it has to do with the level of authority that Congress is willing to relinquish to the President of the United States. I'm not sure but I believe in a state of 'war' the Executive's war time powers, extend beyond the battlefield and into civilian authority. But I don't remember exactly, since Congressional Law is not my expertise, only history.

If you are going to bash someone for propaganda, please stop spreading your own. This would be like me saying that "Grant is a man" and someone equating that statement to ALL VP employees are men. Stupid, right?

  4.  @tsuchan  No, we knew we were at war. The difference between a war and a declaration of war, is purely semantic. My point was that Grant was making things up, when he said that the U.S. always declares war, when it clearly does not.
