Well, the gun cycle speed of the gun, not the prop, was the limiting factor. by 1914 when the first practical synchronizer was fielded by Fokker, engine RPM was in the 900-2500 range, meaning with a two bladed prop, gun RPM would ideally be between 1800 and 5000. What they didn't have is guns that could reliably fire that fast. The solution was to fire the gun essentially in semi auto where the sear engaged every shot and a cam geared to the engine tripped the sear at the next opportunity after the gun cycles. Here too, the cycle speed of the gun is the limiting factor. Faster was better, given adequate reliability. Having said that, my education is in aircraft more than firearms, and I know more about the synchronizer than the guns they synchronized.
