  2. He is refering to Rome... saying they let too many imigrants in... from the empire... 😮 Mate, dude... the empire expanded and therefore it was the empire that crossed borders. Once the empire had expanded across a border people were within the empire. If they then migrated within the empire they didn't imigrate. It's like moving from Paris to Brest, like moving from Houston to NY.
