  3.  @luna-p  did you know that breaking out of jail/prison is not against the law in Germany? If you break other laws in the process (like assault someone or steal something) you get in trouble for that... but not the act of prison breakout. And arresting someone because they are just standing on the street by saying 'turn around' and 'because I said so' would be against the law here as well. So much So that the officers would be commiting Freiheitsberaubung and Nötigung (depriviation of liberty and coersion/duress). Freiheitsberaubung is one of the worst crimes you can commit under german law. Not saying that everything is perfect here... but this would not only get the officers fired but they might even go to jail.
