  5. Don't know about that one. I used to work for an airline that started implementing extra security rules right after Lockerbie. They went way above what other airlines were doing (despite not being american) and decades before their standards were enshrined in law. Other safety standards were applied within days if something happend on our carrier or another one - without being forced to do so by law. Companies can do right and will do right if operating within a (corporate) culture that santctions safety positivly - even if it does mean spending money. The US does seem to sanction a corporate culture focused on safety and security negativly.
