Look at parliaments outside of the US. Does everyone in the Bundestag or Bundesrat a college education? Nope. Of course not. Yet both function.

The only formal education is a college education? What? And you know what? If you ask someone outside of the US what a american college degree is worth they will be very very polite - but they will tell you that your standards are lacking.
