  4. The kids were getting food. At that age they are old enough to be out on their own. The cops are supposed to protect the kids of the neighbourhood so that they can safely go out to get food - not violate them.

  6. Hearing gun shots is traumatising. It is perfectly normal to run in a situation like this. It's actually something kids are taught to do in school when they drill for school shootings. A good cop would know that.
