Rank choice means that people rank their choices... which means she was ranked lowest. And complicated? Nope. Here in Germany some regional elections have ballots as long as my arm because voters can spread or pool their votes across parties if they wish to. Not complicated it just means that you have to think before voting and have to cross a few more boxes.
