  5. Hard to answer.... The UK had like 6-7 different governments pre Thacher. So the RN had no common long range thinking or funding.

  6. Part 1. R&D was not really a government sponsored thing. Just look at the advance in small arms ammo at the same time. The jump from muzzle loaders to cased ammo were mostly by guys working at home. https://youtu.be/zpkhCVeA-V4. Part 2. The guns also ballast the ship. Shift weight to the sides and the Center of Gravity moves too.
