Actually the US Navy did send forces to the Pacific. But they also had significant missions in the Atlantic as well to do. The USS Yorktown arrived in the Pacific on December 20th. The USS Hornet arrived in March of 42. The carriers Wasp and Ranger supported Aircraft ferry operations to the Med and the invasion of North Africa. As for battleships, 2 days after the attack on Pearl Harbor the battleship Idaho and Mississippi were transferred from the Atlantic Fleet from Duty in Iceland and arrived in the Pacific January 31st 1942. The remaining Atlantic Fleet battleships we're older models like the Texas and New York and use on Convoy Duty. Later the North Carolina and Washington would also be transferred to the Pacific.

The USN and French tried crusier subs and subs with planes. The most famous is the Surcouf. One of the biggest pre war subs built. The Japanese I 400 class had seaplanes as well.

There is little you can do. Nets were a fail. Blisters add bulk and thus bust the treaty limits. Decoys had not been invented. So what more are you asking for?
