  1. Easy answer. Navies have to pay people to scrap their ships. No profit on scrapping. The market is full of ships to scrap vs demand for Steel. Plus US firms have to obey EPA regulations for hazmat that 3rd World breakers do Not. Nuclear ships are bigger headache due to a delay in operating a permanent National waste site.
