Cut the Bismark slack. It is not as if they had a great deal of time to work out bugs. It sank on it's only first mission. Had they had some live fire practice, they would have corrected defaults over time...

Pre war most nations did less class room instruction and more on the job training. You also had dedicated training ships. Reservists were not in wide active service. They also were paid far less than Merchant Marines. Officer piplines were still restricted to mostly grads of service Academies like Portsmouth or Annapolis. The war changed all these things to mass produce and train personnel.

@sarjim4381 By that time there were no other BB's to face. And speed means little in the naval gunfire role. So the whole needing to keep up with CV's is not a big deal. They were not being used as escorts anymore.
