  1. Why do people have this obsession with trying to cheat? Arms negotiation policies were meant to do just that. Control arms and their proliferation. Not create loopholes. not to make more weapons of war.

  4. There's still a little something called, "The Great Depression." There is no great change. This obsession with cheating on treaties is a modern generation thing.
