Typical staff is a surgeon, a dentist and numerous Medical corpsman. With various people employed as stretcher bearers. Such as the mess crew. likely better care than any field hospital on land.

It's not just displacement or power to consider. The hydrodynamics matter also. There's also the matter of what percentage of the displacement is dedicated to armor. AND efficiency of the drive system.

All things are a Trade off. Armored decks have their cons. Reduced air group. Limitations on elevators. Harder to repair when damaged. changes stability on the ship making a top heavy. The also are talking about a major design change that would slow production.
