For most of US history pre 1898, we had no oversea empire. Thus little need for a Power projection Navy. The USA was focused on internal expansion. The Mexican-American War and Louisiana Purchase reflected this. Empire is a Theodore Roosevelt thing. Nor was a standing ARmy or Navy a valued thing. The State Militia system was still in vogue. Last but not least? Most of America wants Butter over Guns. You can't eat a cannon. Even today, I want potholes filled. Not money chasing China.

Attack on the Philippines Only? In 1941 the Philippines are still US territory. Larger and more important than Hawaii. Not just with military but thousands of American civilians. There is no change.

The Philippines have great strategic value. The Asiatic Fleet base there is more of a direct threat then the British at Singapore or the Pacific Fleet at Hawaii.

@McTeerZor They did convoy escort and mine sweeping. So, most action was vs. U boats. Some on the surface.
