  3. The idea is to honorably die for the empire. Survival and fuel status was meaningless.

  4. When placed in reserve or mothball status the ships have no crews. The ships are closed up, sealed up and have caretakers that check on things. Located at places like Philadelphia, they are in freshwater to prevent rust issues.
