Seriously? That can turn into a very technical question quickly just for the USN. Let alone other nations. And those rules change over time. Some never have a name. Just a number... Like LST 1337 or PT 106. https://en.m.wikipedia.org/wiki/United_States_ship_naming_conventions

It gives them a better chance to win for the same reason Midway gave the US a chance to win. Trained Naval Aviators and those who lead them are hard to replace. New ships? In time.... but the brains take longer. How many years did it take to build a William Halsey? Or the Squadron leaders? Wipe out the first team, and then you beat on the second string for 2 to 3 years. Two air wings is a lot of experience to replace.

Best answer? Look at the Iowa class. The designs and funding date to pre 1939. The first keels laid to commission at max war conditions took 3 years. The last two never even were finished.
