Engineering wise? Anytime, I suppose? Research and development and mass production is something else altogether. It's a very specialized, low production item in peace time.

@DevianAirsoft there are a lot of reasons. But , cutting to the most simple one? The fighters can not can't carry anything that heavy. There is such a thing as maximum payload and take off weight. Also the torpedoes don't even fit. While the Americans eventually adopt a smaller airborne torpedo. The British used a full size one. And while the logistics is simplified. The implementation is not. The fighter is being put in an automatic disadvantage ;by having to fly low and slow to drop the torpedo. Enemy fighters will have the height advantage.
