Manpower is a issue of cost and training. We have a harder time actually getting nuclear power trained sailors. As for those missile? They are a fire once tool. Guns can stay on station for weeks. And with the 1980 update, they have tomahawk and harpoon missile launchers.

@johnstark4723 Most so called training is not that that different from land based Artillery. And manuals and training aides are still arround. The rest is just muscle to load them and the 5 inch 38. And the Harpoon is due for replacement anyway. So any overhaul would include a new system... And while the USN lacks steam techs. The Merchant Marine has plenty who do know how they work.

I would disagree with the view that the Navy was slow in changing tactics.

@MrSafer On the contrary, many of our best were on the cutting edge of Aviation and like Halsey, became Aviators. While you and Billy Mitchell were sold on Aviation. The technology was not there till the start of the war. The planes lacked range, speed and payloads to change surface naval tactics. And carriers were yet to be proven. As for radar? Again what seems obvious? In the context of the time, not really.

Manpower.... You're talking 1,500 crew. People cost money. Also, modern ships use Gas Turbines over Steam turbines.

@Jason Bowman They have a place. We have enough missile ships for air defense. We lack sea based gun fire support. We also lack ships designed to take multiple hits and survive. As Surface action groups they can do jobs are Carriers are too busy to do.
