@Jonesy_Ripley it appears that it was people shooting at the shoplifters.

@Jonesy_Ripley as I understand the story and watched again; the shoplifters got into a confrontation in the store. This other party decides to follow them out the store shooting. And winds up shooting these innocent third parties who were in the line of fire at the homeless shelter.
