  1. There's already a counter for jamming. Wire-guided. Remember the TOW anti-tank missile? Guided by fiber optic cable no more than a fishing line? 🎣 You can do the same thing with drones.

  5.  @doyouwanttogivemelekiss3097  the difference however is mission. Those systems are primarily for Continental defense or base defense. Not airspace control over a battlefield. That's still primarily an Army responsibility.

  6.  @doyouwanttogivemelekiss3097  if the question is who should be operating UAV's? All services have a role. They come in all sizes and missions. Air Forces deal with larger long range UAV. And as 6th generation aircraft come online, they may be manned optional. The Air Force's pilot system is not designed to be handling every little handheld system. I would probably put more of a priority on developing a refueling capability like the Navy. The Achilles heel of the F-35 and F-22; is that their tankers are as big as a barn door on a radar screen. Find the tanker, you'll find them....
