  4. If you're talking about things like the Savannah? The ship was obsolete before it was built. A passenger / non-container ship was obsolete. Is also the matter of crew. Nuclear trained personnel are hard even for most navies. You can't maintain nuclear trained personnel for commercial ships. Those are the real issues.
