  2. Most US flag vessels today operate either in coastal operations or between Hawaii and the Caribbean. Most of the international traffic as well as your cruise ships don't fly the American flag anymore.

  3.  @davidpnewton  consumers are only going to pay so much for transportation costs and regulations. The shipping industry is based on the idea of getting maximum amount of cargo delivered for as little as possible. And there's a reason why the industry is largely not US flagged. They don't want to deal with the labor and regulation issues. Cruise ship industry is not much different.
