  2. I would rephrase that one. The United States military is carrying out the foreign policy of the administration. Now whoever is in charge of the administration at any moment is kind of up for debate. It's hard to tell if it's the vacation guy or the Venn diagram lady? But there is no political will to engage in further military action.

Nor does any carrier wish to carry such liability. In many countries you come up with a yacht with even a shotgun on board you will be charged with arms smuggling. The issue is a dead one.
