There is no lack of ships to recycle. The scrap yard in Brownsville Texas has decade worth of ships to scrap just from the Navy alone.

The scrap Market is full. The Navy has Decades of ships to scrap.

The municipality in Florida is paying for it. And there have been 30 years of plans and proposals to do something with it that have failed.
