  2. Before you go down the rabbit holes..... You have several agencies working together. They don't know each other. The building was being used by the police. They did not know if he was friend or foe?

  3.  @rubyhowell5981  there was. The local police who were operating out of the building. Who saw him and were taking his picture. They are the closest to the situation. This is why the counter sniper hesitates. He knows that building has law enforcement. So, is the guy in roof another team? Or a bad guy? They had more than one counter team. So when people keep saying they reported someone? There's confusion whether they're looking at another counter team that people casually just happen to notice or a bad guy? Not everyone's wearing the same uniform. Not everyone has the same radio frequency. This is a one-day event. They don't all usually work together. The entire Secret Service is not even 7000 people. And the Trump detail was not the only one they were doing that day. You had details for the president down in Delaware. Security for the Vice president. And a huge number of agents that were assigned to cover the convention. That's where the main threat and priority was being placed.

  11. Well that makes too much common sense. The director has already been made out to be the scapegoat. She wasn't on the detail. her scalp will suffice for the public and Congress.
