  1. It's a good question. But it's hard to say just how organized all this really is? Is everyone in Hamas talking to each other and coordinating? They're not likely in a central location.

  2.  @gunnarallgottsmann  I suppose they could be used as bargaining chips for humanitarian Aid? It also explains the long delay in any sort of ground incursion. And keeping them in different locations makes any sort of Hostage rescue off the table.
