  3. I think everyone will establish there are two sides and both are correct. The property owner has every White to want to make money off of the property. This is no different than the rest of how University City developed. Low-end properties bought by University of Pennsylvania and other Developers moving into the West Philadelphia neighborhoods with off-campus housing. The same process is now happening across town around Temple. On the other hand, the residents are jammed up because there is no place for them to go with the rental market situation as is. For three years the rental market has been stagnated due to the pandemic landlords have not been paid. And they have not been able to evict. Now that price caps and evictions restrictions have been removed, there is no place for these folks to go.
