  1. It's rather difficult to arrest ATV riders. They can outrun a police car. And they tend to travel in packs. And when you do Chase someone it leads to crashes like this. Police Impound dirt bikes and ATVs yearly.

  7. The ATV is not street legal. It's not supposed to be on Street in the first place. Not to mention no lights, No helmet, no license or insurance.

  8. The city does not allow anything. The laws are enforced every year. Dozens of bikes are taken every week. The police impound is full of ATVs and dirt bikes. The police are limited in getting into car chases, because they generally lead to wrecks like this.

  15.  @1940limited  the common denominator is that both groups like to use Philadelphia as a playground. Both dirt bikers and the Fast and Furious bunch. Made worse since Atco raceway closed for good.

  21. The police are not allowing anything. There are limits to engaging in Pursuits. And as soon as you chase them, you are going to lead to another wreck. You really want to chase 20 or 30 bikes around at night?
