  15.  @sjl429  well it does appear they were trying to walk the guy back to their vehicle. They said irony of this event? The dead troopers had stopped her only minutes before. They would have arrested her except, they had to go handle the other guy.

  22. That may very well explain what our pedestrian was doing up there? Unfortunately that section of i-95 near the stadium is elevated. He may or may not have been trying to reach the exit ramp.
