I think it depends on what you want, what your job is like, and how much you care about this stuff. Even as an employer, I don't feel it is my job to force people to spend their spare time on work. It is your spare time, so you should use it to do what you want to do.
I was lucky because I fell in love with coding, I still enjoy it, and still write code in my spare time, but not necessarily for work. If you like coding, then it doesn't feel like work.
I think that getting to be good at SW dev takes a lot, and you need to spend a lot of time doing, and trying different things to become good at it.
So if you're really want to get good, I recommend having some side-projects, doing something separate to your work that you can learn different things from, but it is easy to burn out, so only do this while it is fun.
I think that the shortest route to learning is to learn together with other people but on real things, which is why I like pair programming so much.
