That is certainly the conventional wisdom. Interestingly the data says something else, the State of DevOps report found that there "is no trade-off between speed and quality". This is based on a statistically valid approach to interpreting the data, you can read more about this here:

This seems counter-intuitive, until you think about the nature of change if you make many small changes rather than fewer big ones. If you make lots of small changes each change is simple, so it is easier to get it right, and if you do make a mistake, easier to correct it. This plays out overall as a significantly higher-quality approach.
So in this very rare case, you can "have your cake and eat it!"
