It's still going to be a risky business to intercept them. If a shadow fleet tanker were to dangle its anchor just below the surface and that would be mistaken for an another act of sabotage, the intercepting ship would technically commit piracy. UNCLOS needs be more specific about these matters.

Russian and Soviet SIGINT vessels have been plying Baltic waters for ages, and as long as they remain in international waters, there's little that can be done about it. There's an interesting video about one such vessel here: https://www.youtube.com/watch?v=7pMiLc0hh6E&t=184s

Freedom of navigation works both ways. I imagine the Russians and the Chinese would block other sea lines in retaliation. Moreover, Israel went to war not once but twice when Egypt blocked the port of Eilat.
