@Washington_Freedom Impossible? The S-400 is effective against targets flying at medium and high altitudes. It struggles to engage low-and-slow targets. Cruise missile are just that. Turkey has been highly critical of the S-400's performance, especially in this regard.

@Washington_Freedom Sure, Russia has the Tunguska and the Pantsir, amongst others. They suffer from the same limitations as the S-400 -- very limited range against terrain-hugging cruise missiles. They're intended for point air defence, but if the target is an undefended shopping centre, like in Kremenchuk, scoring a hit against a cruise missile becomes a mere theoretical possibility.
