  1. Try to incentivise even more. The more the merrier -- literally. If parties need to collaborate to pass legislation, they have to keep it civil at all times. Multipartisanship is built in, as it were.

  2.  @robertshelton3796  The US copied its electoral system from its erstwhile foes, the British, and ended up with a similarly archaic electoral system that favours large parties at the expense of smaller ones. Likewise, the UK is afflicted with a de facto duopoly in the Tories and Labour, who take turns governing the country. All because of an archaic electoral system.
