  1. The Russian Federation has never qualified as a superpower. It's a regional power at best, but after the Ukraine debacle we'll have to re-evaluate that, too.

  2. Conscripting Muscovites would spell the end of Putin's regime. Every new recruit, Russia would lose three or four Russians as refugees. And the brain drain has already assumed disastrous proportions.

  3.  @Pallanamnjavelet  The real cost to Russia is that the Muscovites are realising that the war is drawing near. They must dread going though the mail, in case there's a letter from the ministry of defence.
