  2. Finland and Sweden have been sanctioning Russia together with the rest of the EU since 2014, so good luck severing already severed trade ties. Perhaps Russia could expel companies that have already left on their own accord? Sweden have neglected their defence somewhat, but they have a very capable defence industry to help them up-arm again. Finland never let its guard down and is well armed already. In your shoes I would be more concerned about Russia replacing its losses in Ukraine. You'd better start looking for the blueprints of the T-34 and the MiG-15.
