Yes-yes, yet Europe has become synonymous with the EU despite the fact that most Russians are Europeans, too, simply because of geographical reasons. To delve deeper into pedantry, there's a case to be made that the Jews whose ancestors have continuously inhabited present-day Israel from Ottoman times are Palestinians, too.
