  2. Truth be told, India has a lot of catching up to do, if it picks France as the one to match in observance of human rights. Maybe South Africa would be a more realistic target?

I distinctly remember a Northern Indian colleague of mine being distraught when her mother was critical about the skin colour of her adoptive son, who's Southern Indian. For your info, South Africa abolished Apartheid some time ago. I brought it up because South Africa is mid-way between India and France with its human rights score. I suppose you trying to match the USA is a more realistic target than France. If you feel ambitious, go for it.
