  1. In a parliamentary system, the head of government, meaning the prime minister, wields the most power. The head of state -- a president or a monarch -- has only residual or titular powers. The world's top democracies tend to be parliamentary ones, and their heads of state may or may not be directly elected. At any rate, it seems to have little bearing on how they're ranked as democracies.
