  1. Israel knows full well that if UNRWA isn't providing for basic needs in the Occupied Territories, it will have to do the honours. I expect a reversal when Israel feels it has made its point. For sure, Israel doesn't want scenes to go public that are reminiscent of the Jewish ghettos of WW2.
