Why would Cuba choose to become an active participant in Russia's ill-advised militarism? That said, I'm sure Cuba would go for it if the price was right, but with things being as the way they are, Russia hasn't got that kind of money. Besides, Cuba must realise than Putin's regime isn't on a firm footing. I mean, a future President Navalny is bound to improve relations with the West.
