  1. That was the whole point of the suspension -- Russia lacking an anti-doping agency that could be trusted to send properly tested athletes to the games. Even with individual athletes being invited to participate, it was a blanket ban, but ultimately Russia, as a state,  bears the responsibility. I hope they've learnt their lesson.
