In 1994, Ukraine gave up its nuclear arsenal in exchange for security guarantees, which explicitly mentioned Russia's commitment to respecting Ukraine's borders. While that obviously amounted to nothing, it's rather hard for Ukraine to launch a first strike considering they've nothing to strike with.

@joshuapaul2022 Sure it was Soviet, as were the arms -- both nuclear and conventional -- that the Russian Federation inherited. Ukraine had produced much of the Soviet nuclear arsenal, so gaining operational capability would just have been a matter of time. I see you're a con artist -- sorry, I meant to say conspiracy artist -- so I'll leave you alone with your wild conspiracy theories.
