  2. Corruption mostly manifests itself on a national level, where the EU has no jurisdiction. EU-malcontent Hungary is the most glaring example. This Didier Reynders case may be an exception, although it remains unclear where the money that needed laundering came from. It could be he was set up -- innocent till proven guilty, right? Right?
