  1. That does not follow. The FFL is part of a regular army; the Wagner Group is not. Besides, EU's justification is Wagner's direct involvement in war crimes and crimes against humanity.

  2.  @tutifruti7488  The point is, Russia considers Wagner a private military company, whereas France considers the FFL an integral part of its army. The command structure is very clear. When the Wagner Group got badly clobbered in the Battle of Khasham by US special forces, Russia responded that none of its troops had been involved. Assad's Syria confirmed that Russians were among the fallen fighters. It couldn't have been any clearer that Russia disavowed Wagner's ill-advised attack.
