Neither is the three minutes to twelve a novel experience. Interestingly, the two most recent adjustments are entirely or partly attributed to our inability to combat global warming. Even more interestingly, I don't see "clandestine US support for terrorism" mentioned as a reason. To correct that oversight, you may want to present your crackpot theories to the official timekeepers.
