  1. I wonder if the Dutch "football fans" were football fans to begin with. Amsterdammers aren't anti-semitic. On the contrary, they're often a target of anti-semitism, especially when facing Feyenoord fans.

  3. Legislate? As in making a assault and battery a criminal offence? The relevant article, 141, in the Dutch penal code stems from 1886.
